Dimension Styles - needs justification for the note and leader needs top and bottom options.

Sometimes, there is a limited space only available on the bottom to place the note and I need the leader to start on the top of the note and goes straight above to what is being noted. Same thing for the bottom space. I also posted some other important ideas sometimes ago. Please take a look into them as well. Thanks!
