Side panel in PW WEB forms/issues module

The new side panel that allows you to view form content without actually opening the form is a great idea,
but
its implementation is very poor.
Like the Properties window in PW Explorer, this panel should be independent of the forms being clicked through; it should allow you to select an item from the dashboard list without having to close the panel itself. Even after opening an item (by clicking the "Open Form" button), it should still be possible to click on a different issue in the dashboard list. In that case, when switching forms, a prompt should appear asking if you want to close the open form without saving changes (though such a prompt wouldn't be necessary if no changes were made).
