Add participants with no organization

When we invite external participants, example the client.

The client being owner of his site, he can add new participants that do not belong to an organization.

However it seems those new participants add by the client does not find their way to our list of users for which we are being bill. The reason: they do not belong to an organization.

Request is to make sure any users add to one of our external sites can be add to our master list of users, so we can see them in our E365 analytics. Especially the users with no organization. By default they should be add to our organization
