User Management row selection to work on current page with consistent stickiness

User Management, when selecting row option at the table header, noticed that the selection is on the current displayed page list and also beyond. Also noticed that when selecting some of the rows in the current page list found the selection to "stick" even when moving to another page or rearranging the rows ascending/descending. Also noticed that when selecting the rows, the selecting get reset after I submit for Assign Group but not for Modify Roles and Lock/Unlock tools.

Would like to suggest that the row select all option at the header, only apply to the current displayed page list, there should be some consistency in the stickiness of the selection with response to the tools being used and if really need to have a all selection option, have that as an additional tool.
